A teenage boy who subjected a Westbury community to three years of anti-social behaviour has been given a two-year Asbo.

Fifteen year-old Chad Alan McVeigh of Oldfield Road, Westbury, was given the anti-social behaviour order at Chippenham Magistrates Court on Tuesday, November 8.

The order bans him from acting in an abusive, insulting, threatening or intimidating manner and using language or displaying behaviour that could cause harassment, alarm or distress to other people, particularly staff and young people at Westbury Youth Development Centre.

The teen has also been banned from Westbury Youth Development Centre, from driving any vehicle on a public road without a valid driving licence or insurance and from carrying a knife or offensive weapon.

The action was brought against Chad McVeigh by Wiltshire Council and Wiltshire Police.

Wiltshire Council’s cabinet member for community safety, Keith Humphries, said: “We hope this sends a clear message that anti-social behaviour will not be tolerated by us or the police.

“Such behaviour can bring misery to so many people and even whole communities. It is totally unacceptable.

“If an anti-social behaviour order is breached it can lead to imprisonment – they should be taken very seriously indeed.”

Inspector Lindsey Winter of Wiltshire Police said: "The people in Westbury deserve to feel safe and enjoy the town and we are working closely with our partners to take positive action to deal with those who jeopardise that right. Anti social behaviour will not be tolerated."

Chad McVeigh’s Asbo remains in force until November 7 2013.

If the order is breached he could be fined or sent to detention for up to five years.

Residents of Westbury have been asked to tell the police if they believe the teenager has breached the order by calling Wiltshire Police on 101 or 999 in an emergency
      ::)   like the police are going to do anything about someone breaching an asbo...  they certainly didnt do a lot about anyone breaking bail requirements on a daily basis either  :( or intimidation threats either... bloody useless when you want or need them most of the time... i do sasy most of the time not all the time...

I'm going to be controversial on this.

I have known Chad and DJ since they was knee high to a grasshopper, yes they are lively and sometimes a bit of a handful but there not a bad lads, there not in the same league as some I could mention around town I can assure you.

Funny though  the 2 ASBO's issued came via the Westbury Youth Centre, seems to me the very place that is supposed to help the likes of Chad and DJ have let them down big time.

No doubt the dogooders will claim a victory but its a hollow one.

Maybe our Town Councillor and Area Board Rep would like to comment, I wont hold my breath though.

Thanks Mike good advice.   Remember, Every Child Matters, is the mantra from County Hall, perhaps Russell (who is involved with the Youth of our town in many ways) would like to explain why the system has failed thes children.

Charlie, this lad has had the same chances as any other kid in Westbury, if the the system is to blame then we would be over run by feral kids. Ultimately Chad needs to take responsibility for his own actions. He, and he alone is responsible for receiving an ASBO.

He may well have been polite to you but I doubt you have followed him round 24/7 to see what he is getting up to. The fact his ASBO specifically prevents him from carrying knives and weapons would suggest this has been an issue with him before, which is worrying.

AND from driving a vehicle on a road legally, so, by guessing at that i would imagine he has also been driving cars illegally at some point as well...   
 these asbos are a last resort as well all know.  sometimes not worth the paper they are printed on. dj had one as charlie already said... he didnt take any notice of it because a few weks later he was in a pub drinking with his family, under age..and he wasnt supposed to be in pubs either acording to the papers

Am I missing something here, he's 15 so he couldn't drive on the road legally even without an ASBO.

Al, I think including it in the ASBO means the court are able to punish him more for the breach of the ASBO, than the offence of driving without a licence.

Breach of ASBO - Max 5yrs in prison

Driving without a licence - 3 and 6 penalty points and a maximum fine of £1000.

OK maybe I didn't make my point.   I'm sorry.   

5 years ago when we as a School and Council were pushing for ASBO's we were told by the Old Bill, they were expensive (£3.000, then) and they did do nothing except award a badge of honour to the the recipient.   My argument is, it seems the 2 ASBO's seem to be driven by the Youth Centre in conjunction with WC.   If this is the case then the money would be better spent on these and other children.

Yes Chad and DJ have been reasonably polite to me but then I have not had an aggressive stance with them just spoke to them on a human level.   I stand by what I have said they are not as bad as some in this town.

Lets spend money on proactive support not awarding an ASBO because there will always be others waiting in the wings to copy this behaviour.   We seem to forget we all were not little angles at their age, I certainly wasn't and yes we used to ride old motorbikes around difference was if caught we got a thick ear from the local bobby and taken home and given the belt from Dad.

Also , sorry I forgot  (ive got an excuse, im old and stupid),  I once caused uproar at a meeting of so called Cleaver Dicks at County by saying "all Children are not born bad some are badly managed by all concerncerned"   you can imagine I was as popular as a fart in a phone box.   But I stand by it.   I may be a bit confrontational and stuck in my ways but I will tell it as I see, good or bad.

I disagree, some are born bad. There have been some studies that have indicted genetic makeup will determine a child's behaviour, and it's not all down to environment.

I appreciate your opinion Shizzy so we will have to agree to disagree, I'm not saying I'm right just this is a subject I feel strongly about having spent 15 years being involved with SEN and a few scallywags on the way.   I will admit maybe I have a soft spot for them.

if im correct in the family tree  ...both of these lads are related...  and will have gone through the infants and juniors school here so their names will have cropped up more than a few times in the headmasters office..
