Jon Venables posed only 'trivial risk' if set free, claimed official psychiatric report

Jon Venables posed only a 'trivial' risk to the public, according to a psychiatric report compiled before his 2001 release.

The account, which formed part of the legal case for his freedom under a new identity, said 'the risks to the public are so trivial that, strictly in relation to that perspective, immediate release would be justified'.

The report was prepared by a leading psychiatrist in August 2000 but has now only been published.

The document said that Venables had 'come to terms' with the killing of the toddler. 'The Jon Venables of today is a very different person to the Jon Venables aged ten.

'It has been a very important part of his rehabilitation so far that he has come to terms in a wholly realistic way with the awfulness of his behaviour eight years ago.'

Children's chief apologises for Bulger killers comment

England's children's commissioner says she has apologised to James Bulger's mother for "hurtful" comments about his murder by two 10-year-old boys.

At the weekend, Maggie Atkinson said the killers should not have been prosecuted because children under 12 did not fully understand their actions.

She has since stressed she believes serious crimes should be punished.

Her original comments had led James's mother to call for her sacking because of her "twisted and insensitive" views.

Ms Atkinson told BBC Radio 4's Woman's Hour programme that she had sent a letter to Mrs Fergus apologising "for the hurt that was caused by the comments".
