talking of water meters, what sacam the system is.

all is good to the coonsumer who actually do benefit from cheaper rates, but they are usually in a household of either one to three..

installing them is another matter. when they first started coming out, many people were paying more than they were in the first place for some reason so companied could recoup the cost - around the 1992-93 era.

if a house has one installed, after a year it is there forever. if someone sells a property and moves, whoever takes over is lumbered with it..

if say for example a family of two were there and a family of four moved in, the family of four will obviously use more water and the amount they will use will surpass the normal water rate and pay more and end up being penalised for having a meter through no fault of their own, because the law says it cannot be removed after a year of instalement and cannot be switched back to a standard rate

it's a bit daft that the property is linked to the tariff and not the customer..

if a family of six move into a property with a meter, they are stuffed
