He ran in the June 2009 elections as a Conservative  candidate AFTER his fraud and cash theft came to light!
 

I knew the Conservative Party has no proper quality controls when it selects candidates, but this is utterly ridiculous ...

More importantly, why did HE decide to continue standing as a Unitary Councillor having already "handed himself in to Police"?

Did he naively hope that, as he is a councillor, the police would not progress their enquiries?

If he did, he is completely stupid, and has therefore done the right thing in resigning.
